# Manage expense policies

> Review expense categories and spending policies, and understand how a policy warning can appear without blocking submission.

Expense categories help employees describe what they are claiming. Spending policies add review context and may warn about a claim without preventing submission.

## Keep categories usable

An administrator opens **Settings > Expenses** to inspect category groups and their categories. Add or edit a category with a name people can recognise while submitting a claim. Before changing an existing category, check how it is used in current expense records so reviewers can still interpret older submissions.

## Review spending rules

Use the policy controls in **Settings > Expenses** to inspect the limits and conditions that apply. Save a change, then check the relevant **New Expense** flow and review view. The app can say **Expense submitted, but it exceeds a spending policy**. That means the claim reached review with a warning; it does not by itself mean the employee was blocked or the reviewer must reject it.

## Help a reviewer decide

A reviewer should compare the amount and category with the policy, receipt, and business reason. A clear rejection reason tells the employee what to change before using **Edit & resubmit**. If a category or policy you expect is missing from a claim, check the company settings and the claim type before creating a duplicate category.
